As the circular economy becomes a central focus in European automotive manufacturing—especially in relation to iron and other metallic components—industries are increasingly adopting advanced circular material welding (CMW) practices integrated with preventive maintenance systems (PMS). These innovations aim to significantly reduce corrosion, infrastructure deterioration, and the failure of critical parts, thereby minimizing the risk of serious injury to both workers and end users. However, the European Union currently faces a major skills gap in this domain, with a shortage of over half a million qualified professionals. Existing VET centres are struggling to meet this demand through either initial (IVET) or continuing vocational education and training (CVET).
In response, the WELDNET project seeks to establish a network of five Centres of Vocational Excellence (CoVEs) located in targeted regions—Central Macedonia (Greece), West Region (Romania), Multi-region (Austria), Šumadija & Pomoravlje (Serbia), and Valencia (Spain). These CoVEs will stimulate regional skills ecosystems in CMW and preventive maintenance for the automotive sector by delivering long-term, inclusive upskilling opportunities (IVET and CVET) for workers and learners, including individuals with disabilities and those from marginalized communities such as refugees and minorities. Each CoVE will align its training offer with the specific industrial needs and smart specialisation strategies of its region.
The five selected regions participating in WELDNET bring strong traditions in automotive manufacturing and are increasingly turning to circular and recycled metals in their production processes. This shift highlights a pressing need for a skilled workforce trained in Circular Material Welding (CMW) and Predictive Maintenance Systems (PMS) to ensure sustainable, circular, digital, and safe production practices. Each region has been strategically chosen based on its smart specialisation priorities, which are both compatible and complementary, according to the European S3 Platform:
Austria (multi-regional approach)
Specialisation: Energy optimisation and sustainable manufacturing, leveraging a decentralised and complementary value chain across regions.
Central Macedonia (EL12), Greece
Specialisation: Metallurgy, metal products, machinery, and equipment.
Valencia (ES61), Spain Specialisation:
Advanced manufacturing processes in capital goods; ICT and automotive (applied advanced products for ICT in mobility); and innovative, efficient manufacturing systems and materials.
Šumadija and Western Serbia (RS03), Serbia
Specialisation: Automotive industry, metallurgy, and extraction industries.
West Region (RO42), Romania Specialisation:
Automotive manufacturing, with over 280 companies and nearly 70,000 employees driving economic growth through automotive component production. Additional focus on construction, materials, and energy—particularly in supporting climate-conscious innovation and resource efficiency.
Empower Inclusive, Future-Ready Learning
